Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of opposing developments captured the grim essence of the outgoing year. By day, negotiation efforts are fought: hopeful statements are issued from different nations. Significant resources is expended on containing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity afforded by up-to-date information. From vantage locations, military aircraft that had been dispatched to engage hostile cruise missiles roared overhead – sophisticated military planes delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense engaged: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably provided by partner states. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly gives way to resigned acknowledgment: perhaps the approaching threat won't cause damage this time, protecting urban areas from devastation and another blackout.
Ongoing Risks
Following this, a large-caliber weapon engaged a aerial vehicle in the vicinity, part of a mobile-fire group – almost certainly allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.
Periodically, this persisted until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and utility failures in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a reliance that European nations are evidently unprepared to substitute in the immediate future.
Ineffective Peace Efforts
The 28-point plan from US administration sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new initiative from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This trend will, certainly, persist.
Political Considerations
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration believes that it is impossible to pressure the Kremlin to abandon the territory that it presently holds in Ukraine's occupied territories.
The challenge is that while recognising this factual reality, US leadership does minimal to deter Moscow, through words or deeds, from thinking that the current condition will not evolve additionally in its benefit in the near future.
Opposing Positions
Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a entire defensive failure until circumstances change in its benefit.
Present Conditions
Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their priority does not move to internal issues. And although their task will now be much harder after current events, it remains highly unlikely that this will modify their basic position.
These two forces are driving the talks.
Assessment and Future
It took a mere seven days to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.
While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, largely rely on ongoing international assistance.
